Who Are We

In 1939, the Armed Forces of the Philippines (AFP) started hiring civilian employees in various campsites to assist the military personnel in their daily operations. The significant contributions of the civilian employees encouraged the organization to open more positions under its internal resources, which expanded the presence of civilians down to its Major Services, General Headquarters Staff Offices, and Units. As the tactics of wars, terrorists, and rebellion groups have continuously evolved over the years, the Philippines is one with its allied nations in strengthening its capabilities and capacities, including its human capital.

The organization strengthened the hiring of civilian employees aided with the support management of other government agencies, along with the Department of National Defense (DND), Department of Budget and Management (DBM), formerly the Budget Commission, and the Civil Service Commission (CSC). It standardized the policies, rules, and regulations of government personnel, which comprises the AFP civilian employees as part of the progressive development of the Philippine bureaucracy.

By the virtue of Executive Order Nr 366, s.2004, directing a strategic review of the operations and organizations of the Executive Branch and National Government Agencies (NGAs) of the Philippines, the AFP military personnel and its civilian employees, under the DND designed a service delivery improvement framework and was submitted to the DBM. The efforts resulted in the approval of the authorized plantilla in the organization with a strength of more than 8000 positions, where 3627 is allocated to the AFP- General Headquarters, Unified Commands, AFP-wide Service Support and Separate Units (GUAs) or Program 4, and Key Budgetary Units (KBUs), now called the AFP Civilian Human Resources (Civ HRs).

What We Do

The Civ HRs maximizes efforts and resources to help attain the AFP vision of becoming “A World-Class Armed Forces, Source of National Pride” by 2028. They also serve as institutional memory holders in the military units/offices, providing continuity in the administrative, technical expertise, and other support services. They are also involved in decision-making processes related to the initiatives of the AFP in its mission areas, especially on force-level command and control, support and training.

In response to the Transformation Roadmap of the AFP, the civilian HR adopts a multi-faceted role in support to the military organization as Strategic Partners who contribute in enhancing the organization’s strategy.

As Competency Developers, they translate competency-based strategies into capability development systems and initiatives. Meanwhile, as Change Leaders, they sustain the commitment to change the organization towards genuine transformation.
